2022 General Local Election for Mayor and Council

Election Day is Saturday, October 15, 2022

The Village of Zeballos is governed by a Council of 5 elected officials: 1 Mayor and 4 Councillors. General Local Elections are held every four years on the third Saturday in October. The Village of Zeballos is responsible for running its own local elections according to Provincial laws regulating local government elections.

Voter eligibility is governed by the Local Government Act.

Can I vote for Mayor and Council?

How to confirm if where you live, or own property, is within the boundaries of the Village of Zeballos:

Some area residents may have a Zeballos postal address but are actually located within an electoral area of the Strathcona Regional District (SRD). As an example, residents of Fair Harbour, Oclucje and Ehatis are actually located within the Strathcona Regional District’s Electoral Area “A”. If you’re unsure of your voter eligibility, feel free to call the Village Office to confirm.

There are two types of voters. To vote for Mayor and Councillor, you must either be a Resident Elector or a Non-Resident Property Elector. 


Resident Electors must be:

  • 18 years of age or older on general voting day
  • A Canadian citizen
  • A Resident of BC for at least 6 months before the day they register to vote
  • A Resident of the Village of Zeballos
  • Not disqualified from voting by any statute or law

Non-Resident Property Electors must be:

  • Not eligible to register as a resident elector in the Village of Zeballos
  • 18 years of age or older on general voting day
  • A Canadian citizen
  • A Resident of British Columbia for at least six months before the day they register to vote (April 14, 2022)
  • Property owner in the Village of Zeballos for at least 30 days immediately before the day they register to vote (September 14, 2022)
  • Not disqualified from voting by any statute or law
  • Registered in relation to one parcel of property, even if the individual owns more than one parcel
  • If more than one person owns the property, only one owner may vote. A Consent Form must be brought to the voting location, along with proof of ownership. Proof of ownership includes but is not limited to:
    • Certificate of title
    • Property tax notice
    • Property assessment notice

Can my business or corporation vote in the election?

No. Property owned in whole or in part by a corporation does not qualify under the non-resident property elector provisions.


Does the Village of Zeballos use a voter’s list?

No. The Village of Zeballos uses same day voter registration which means voters will need to register at the time of voting.

To register at time of voting a person must provide at least 2 pieces of identification, with at least 1 which includes the person’s signature.  ID should prove residency within the Village of Zeballos.

Acceptable documentation of identification includes, but is not limited to, the following items:

  • BC Drivers Licence
  • BC Identification Card
  • BC Care Card or BC Gold Care Card
  • BC Services Card with or without a photo
  • Vehicle insurance papers
  • Social Insurance Number Card
  • Citizenship Card
  • Property tax notice
  • Credit card or debit card
  • Utility bill

NOTE:  If the Drivers Licence and the Care Card are combined, then this document only counts as 1 piece of identification and the elector will have to provide another piece of identification.


Voter Eligibility for School Board Trustee 

Can I vote for School Board Trustee?

To vote for a School Board Trustee, you must meet the following qualifications:

  • Canadian citizen;
  • 18 years of age or older on voting day;
  • A resident within the geographical boundaries of the School District’s Trustee Electoral Area 3 for at least 30 days immediately before the election;
  • Not otherwise disqualified by law from voting

Where is the School District’s Trustee Electoral Area?

School District 84 – Vancouver Island West is broken into four Trustee Electoral Areas. Zeballos Elementary Secondary School is located in Trustee Electoral Area 3. This means anyone who resides in this area and meets all of the qualifications noted above, is able to vote for a School Board Trustee. Candidates for Mayor & Councillor

The following is a summary of information and considerations that all potential candidates for Mayor and Councillor should be aware of before seeking election.

Eligibility

To be eligible to be a candidate for Mayor or Councillor you must meet all of the following criteria:

  • 18 years of age or older on general voting day
  • a Canadian citizen
  • a Resident of British Columbia for at least six months
  • Not disqualified from voting in an election in BC or from being nominated, elected to or holding office, or otherwise disqualified by law.

There is no requirement for a candidate to be a resident or property owner in the municipality.

Nomination Process

Candidates for the position of Mayor or Councillor must complete a nomination package.  All nomination packages must be filed in-person with the Chief Election Officer or designate during the nomination period which begins at 9:00 am on Tuesday, August 30, 2022 and ends at 4:00 pm on Friday, September 9, 2022.

Nomination packages will be available by request in early August 2022.

The minimum number of qualified nominators is two (2). All nomination papers will be available for public inspection.

Responsibilities of Mayor and Council

Council operates at policy level and delegates day to day operations through the Chief Administrative Officer to Village staff, while adhering to the Community Charter, Local Government Act and various other Acts and Statutes of the Province of BC.

The Village of Zeballos is governed by 5 Elected Officials; 1 Mayor and 4 Councillors. Council meets on the fourth Tuesday of every month for a Regular Council Meeting, and generally every second Tuesday of the month for Committee of the Whole meetings. Other Special Meetings as scheduled as needed.

Elected candidates will serve a four year term ending October 2026.

At the beginning of this period, election advertising rules come into force and continue through General Voting Day.

The period that begins on the 28th day before General Voting Day and ends at the close of voting on General Voting Day. Candidate and third party expense limits apply during this period.
