2020 Annual Report for Public Inspection

Notice of Annual Municipal Report – Annual Meeting

Pursuant to Section 98 of the Community Charter, S.B.C. 2003, c. 26, the Council of the Village of Zeballos will consider the 2020 Annual Report on 2019 Operations at a Regular Meeting of Council scheduled for Tuesday, August 25, 2020 at 7 p.m.

The Annual Report is available for public inspection here and in-person at the Village Office during regular business hours [Monday – Friday, 8:30 am – 4:30 pm].

The Village is Seeking Your Input for UBCM Meeting Topics!

We want to hear from you!

Every year, a small delegation of Village Council members attend the Union of British Columbia Municipalities (UBCM) Convention to meet directly with the Premier, Cabinet Ministers and their staff to discuss top priorities within our community. These meetings are an opportunity for us to request Provincial support for local projects and for concerns that we need help to solve.

Zeballos Village Council is seeking input from residents on what matters you want us to discuss with the Province. If you would like to see a topic brought forward to Provincial Cabinet Ministers and their staff, please submit your request in writing to the Village Office or use our online form at:  bit.ly/394oiSA


Examples of meeting topics from previous years are:

     Re-opening the access to Artlish Caves Provincial Park
→     Securing one maintenance contractor for the Zeballos-Fair Harbour FSR
     Replacing the aging tsunami siren in east Zeballos


Council will be discussing UBCM meeting topics at their next regular meeting on July 28th; however, this survey will remain open until Friday, July 31st.

Proposed 2020 Tax Rates and 5-Year Financial Plan

The proposed 2020 Tax Rates and 5-Year Financial Plan are now available for review, and we want your feedback!

Based on recommendations from the Province, Council directed staff to evaluate the revenue impact of applying 2019 tax rates for the 2020 tax year, and adopting the Five-Year Financial Plan Bylaw based on year two of our 2019 bylaw. See below for links to the full draft bylaws and highlights:

2020 Five Year Financial Plan Bylaw 2020-2024 #529-20

    • Based on year two of the 2019 Five-Year Financial Plan, 2019-2023

2020 Tax Rate Bylaw #530-20

    • General Municipal tax rate maintained at the 2019 rate.
    • Results in a modest (less than 1%) increase in revenue for the Village.
    • This increase in revenue is due to increased assessment values on non-residential properties. In general, assessed values on residential properties decreased slightly, resulting in an overall decrease in the total assessment value for the Village

Please note that these bylaws were added as Late Items to the Regular Meeting agenda on May 6th for first and second reading. When the April Regular Meeting of Council was postponed due to the power outage, we took the opportunity to add this work to the agenda for the rescheduled meeting on May 6th to give Council and the public more time to consider these recommendations before the adoption deadline of May 15th.

A Special Meeting has been scheduled for Tuesday, May 12th at 2 pm for Council to reconsider and adopt these bylaws.
